Attached are the rules for participation.   Changes for this year are as follows --
Open division has been renamed to Outlaw division
Lions are now an official Rank Division and will be racing for places.
Lions will race at the beginning of the races to accommodate their younger age and shorter attention spans.

In order to provide a positive experience at the District Level, please share the following with your racers and parents/guardians of racers ---

The two most common reasons a car is moved from a Rank Division race to Outlaw Division are --
1.   Wheels are not official BSA wheels or have been modified.   Please see the rules for clarification if needed.
2.   Cars made from non-official BSA kits.   Hobby Lobby and others sell Pinewood Derby kits that are not BSA kits - there is a difference in the materials provided.   Cars made from non-official BSA kits will be place in the Outlaw Division.

2019 Sandia District Race Pinewood Derby Rules

Rules for Rank Divisions (Lion, Tiger, Wolf, Bear, Webelos I, Webelos II)

and Outlaw Division:

1. All cars must be built from the official BSA Pinewood Derby Car kit.

2. Cars from previous years may NOT be used. You must build a new car for this year’s race.

3. Only one car per person may be entered.

Car Specifications

4. The maximum total weight of a car competing in a Rank Division (Lion, Tiger, Wolf, Bear, Webelos I and Webelos II) cannot exceed 5 ounces.   Any car not qualifying for a Rank Division will have the opportunity to qualify for the Outlaw Division.   Cars in the Outlaw Division cannot exceed 5.5 ounces.

5. The car dimensions for Rank and Open Divisions are:
o No longer than 7 inches
o No wider than 2-3/4 inches
o No taller than 4 inches
o Minimum underbody clearance of 3/8 inch
o Minimum inside wheel separation of at least 1-3/4 inches.

6. The entire car must stage behind the starting pin (no part of the car may extend past the pin).

7. Weight and decorative accessories may be added to the car, but will be included as part of the

    car for all measurements.

8. All weight and accessories must be securely fastened to the car, and fixed in place. Wheels are the only allowable moving part on the car.

9. The car must be powered by gravity alone. Thus, weights and accessories may not actively

contribute to the movement of the car.

Wheelbase

10. The axle placement must retain the original wheel base measurement of 4-3/8 inches.

Wheels and Axles

11. The wheels and axles supplied with the official kit must be used as follows:

o The wheels must turn about the axles and support the weight of the car
o The axles must be directly attached to the wooden car body
o Washers, sleeves, bushings, bearings, etc. may not be used. Nothing can be placed between the

wheel and axle, and between the wheel and the car body (wheel hubs must rub against wood

    or painted wood).

12. No straight axles, or non-BSA wheels will be allowed. Only the four “nails” and BSA

lettered wheels will be allowed for these categories.   Colored BSA wheels are allowed.

13. Wheels may be lightly sanded and polished, but must retain the original shape (diameter,

      width, profile, and geometry).

14. Axle flaws may be removed and the axle shaft may be polished.

15. All four wheels must contact the ground and run flat. Raised or canted wheels are not

      allowed.

16.   If a car’s wheels do not meet specifications for Rank Division races, the car will have the opportunity to qualify for the Outlaw Division where wheel modifications will be allowed.   Cars racing in the Outlaw Division do not need to follow RULE 13.

Lubrication

17. Only dry (powdered) lubricants are permitted. All excess lubrication must be removed before

inspection. Please apply lubricants outside of the building.

RACE PROCEDURES

Check-in and Inspection

18. All cars must be brought to the official check-in for inspection by the club member or by

proxy.   Any car arriving after the check-in period will not be allowed to race.

19. Cars must pass the official inspection using the official scale and measurement devices. If a

car fails the inspection, it may be corrected and re-inspected.   The start of the race will not

be delayed due to rework on a car that failed inspection.

20. After a car passes inspection, it will be impounded. Once impounded, the car cannot be

      modified or lubricated.

21. All decisions by the race check-in officials are final and binding.

Car Handling

22. Race officials will place each car at the starting line and retrieve each car at the finish line.

Race Heat Anomalies

23. If a car leaves its lane, and the race officials determine that a fault in the track or starting

mechanism caused the incident, the heat will be rerun after the fault is repaired.

24. If a car leaves its lane, and the race officials determine that a fault in the track or starting

mechanism did not cause the incident, then:

- If the car does not interfere with any opponent, the car will automatically lose the heat, and the

remainder of the cars in the heat will be judged normally.

- If the car interferes with any opponent, the car will automatically lose the heat, and the heat will

be rerun with the remaining cars.

25. If no car reaches the finish line, the finishing places will
be determined by the distance traveled by each car in its own lane.

26. If a wheel falls off during a race, the car may be repaired by the car owner. The repair must

be completed within the longer of (a) five minutes, or (b) the start of the next heat in which

      the car will run.

27. If a car part (other than a wheel) falls off during a race, the part cannot be replaced on the car.

28. Any appeals or rule questions must be promptly brought to the attention of the race officials.
