The Executive Board of the Great Southwest Council built a Strategic Plan in 2021 that provides direction and establishes priorities for them. This Strategic Plan is based on the Journey to Excellence initiative. Success with Journey to Excellence leads to a strong Scouting program at the Council, district, and unit level, and includes metrics in finance, membership growth/retention, program, unit service, and leadership.
